Added marquee select functionality to the Tag Template designer

Fixed: Some tag actions could be incorrectly disabled
Fixed: Publishing a Collection or Presentation to the Hub that had a label without a label group could cause a failure
Fixed: Stop unnecessary video processing when changing tag selection
Fixed: Dragging tags or media into a Presentation without selecting a specific location would add the tags at the top of the Presentation instead of at the bottom
Fixed: Adding tags to Presentations using a hotkey could incorrectly give an error
Fixed: Sometimes deleting tag sources wouldn't work in packages
